Re: Beaconia Well
Dear Resident,
We have had several residents reach out with their concerns in regards to the Beaconia Well, we want to thank you for reaching out and sharing these concerns about the Beaconia Well. We also understand your disappointment regarding the changes being considered. The RM of St. Clements want to assure you that Council is also in support of maintaining the public’s access to water at this specific location if possible.
The primary reason for the potential changes is not a desire to take away natural drinking water, but rather the need to comply with the Province of Manitoba's Groundwater and Water Well Act and the Drinking Water Safety Act. As the RM of St. Clements, we are obligated to adhere to provincial regulations.
Specifically, the Province has identified that the well, in its current free-flowing state, is not in compliance with these regulations for several reasons:
- Uncontrolled Flow: The Groundwater and Water Well Act requires that flowing artesian wells have a flow control device to prevent uncontrolled discharge. The current uncontrolled flow wastes a significant amount of water and could potentially cause damage to nearby infrastructure.
- Potential Contamination: Regulations require that water fill stations have certain features, such as the removal of threaded connections and the installation of air gaps, to minimize the risk of contamination.
- Disinfection Requirements: To ensure the safety of the water for human consumption, the Province may require the installation of a chlorination system.
We recognize the value the community places on the Beaconia Well, and we have been exploring all possible options to maintain access to water while meeting provincial requirements. These options have included upgrading the well with flow control devices and disinfection systems, or directing users to the new Truck Fill station at the East Selkirk Water Treatment Plant, which opened in Fall 2022.
Council will carefully consider all factors, including costs, community needs, and compliance with provincial regulations.
We understand and appreciate your concerns about the Beaconia Well. However, it is important to note that the decision regarding its operation is influenced by provincial regulations. If you would like to express your concerns or seek further clarification, we encourage you to contact the Province of Manitoba. They are best positioned to address questions about the Groundwater and Water Well Act and the Drinking Water Safety Act, which guide our actions in this matter. Your input could help inform their policies and decisions regarding water resources across the province.
